In April 2007 when they were trying to get it going the first time, a company news release implied the old 200 TPD mill could handle 600TPD in optimum conditions. You could read in to this, that this mill was designed as an improvement on those "optimal conditions" and that they hope to have "mining production" from Xora not so far down the road which could run concurrent to the tailing production. But one would have to make a leap of faith on these things.
