Yes this non arms length transaction was indeed reported to the regulatories. I emailed the documents to Jeffrey Shon from the TSX and his response was: I don't speak Spanish. 

My reply to him was that I as well do not speak Spanish but that Google Translate is an amazing tool to help. Also, I found it unusual that someone in the office didn't speak Spanish as there are many companies operating in Peru, Mexico etc. That was the last I heard from him.

More recently, Al Costin of BCSC agreed that this transaction looks suspect, but as it is a TSX matter, he would talk to someone there about it. I've emailed him several times since and it seems he hasn't had time to do it.
