FINTRAC, like all regulators, keeps the names of companies under investigation secret, just in case the investigation turns up no wrongdoing, to protect the company, and more importantly, its shareholders. However once found guilty, and especially after the penalty stage , the identity should be revealed, no doubt. FINTRAC indeed erred, and has acknowledged that, and is investigating. However a better investigation would be conducted by an independent investigator. Heads should roll at FINTRAC, depending on the outcome of the investigation.
In in this case, the only pocket FINTRAC could be in is Manulifes. Hence an investigation by an independent investigator would be best. And the amount of the fine is small. But the only hurt a fine causes is to shareholders. And shareholders, in any event, will deal with the Board, who in turn will deal with management. I figure knuckles were rapped over this, as it was a really dumb oversight.
But you see, the Canadian system of liberal democracy is in fact working. A pillar of Canadian liberal democracy, the Canadian media, uncovered the coverup. And persisted until the right thing was done.
