The 1 million dollar Sole bribe

Around 2011 or so, SLI management was reported as delivering $1 million Sole CASH, the equivalent of around $350,000 Canadian, at that time, to a representative in Lima. The instruction given to this Lima SLI delegate, was to take this CASH money, go into the surrounding native communities of the Cueva Blanca area, and distribute this CASH among the prominent elders/leaders of those communities. This was done BECAUSE, at the time, the local communities were RESISTING the presence of SLI in that area, unless a more conjointed and mutual agreement was set up between the locales and SLI. All the local peoples wanted, was to be a bigger part of any exploration and development of any mine/s by SLI in this area, and to also ensure safe environmental practises concerning water that the proximity villages utilized in their daily existence.
The first meeting held with the locales, that was indicative of a resistence to SLI,s plan, to come in and advance the Cueva Blanca, as well as small scale mining, resulted in the vote AGAINST SLI to be around ~90% of the locales NOT in favor of SLI,s presence upon their land, as it stood. This provoked a bully response by SLI, to simply BRIBE the leaders of the villages to help persuade consent among the locals, it worked, to a degree, until the locales learned more of what actually happened..... The NEXT vote taken, had almost a 100% agreement, in SLI coming in and proceed unheeded with the Cueva Blanca development, hence, the exploration activities AFTER that vote.
So, thus far, you can see how the locals were BRIBED, which is illegal from a Canadian perspective and law. The Corruption of Foreign Public Officials Act (CFPOA) is a corruption law in force in Canada.

Although this law may appear as ONLY applying to political officials, its context covers acts of bribery also from an individual being assigned as a delegate for a company. This is important, because at this stage of the post, I must enter the FACT, that a Peruvian official had become a DIRECTOR of our SLI subsidiary, Minera Santa Elisa, of which Molson had shown and shared with you in the past. This official, that had/has ties to mining in the region covered by the Cueva Blanca, was/is easily in a position to influence his political prowess, BUT, which has also, put him in an area of "conflict of interest", which is, frowned upon, in some courts of law, depending on jurisdiction. IMPORTANTLY, under the CFPOA, the RCMP have jurisdiction to act on any of these incidents, for the RCMP to IGNORE such an event of bribery, once again tells the RCMP deliberate neglect and non enforcement of law. You only have to add the next thought in here now, to see how this fully enhances the "conspiracy" further.
But, not only the legal perspective from a Canadian jurisdiction, you must also apply bribery from an International perspective of law, which is covered under the UN Convention.

So the question, "why has this evidence been ignored thus far by RCMP?"
You must also entertain in this post, two other important facts;
1) where did this CASH come from, that supported the bribe by SLI?
2) If SLI management sold the Cueva Blanca for a measly $100,000, why did SLI management pay in CASH a bribe, a figure over THREE times that much, to secure the property in the past? The ~$350,000 dollar bribe CLEARLY shows that the Cueva Blanca IS WORTH MORE than the $100,000 it was sold for, and the historic data, clearly shows the Cueva Blanca with perhaps a MINIMUM VALUE of ~$36 million dollars. This is a clear EXPLOITATION of shareholders, which is ILLEGAL and once again, UNCONTESTABLE EVIDENCE.
