To be honest with everyone here, I still have not unearthed a theory that really makes sense in explaining the complete SLI story. It certainly was a scam, but exactly how it came to be that way, is still a question in my mind.

But what I have uncovered is the fact that the Regulators are purposely not doing their jobs in many instances. It is not the fault of the low level investigators, but the upper management of these Regulators. It seems to me that political interference is preventing certain investigations from ever seeing the light of the court room, but even more important, the Regulators have deemed certain individuals untouchable.
