It speaks volumes when shareholders must also fight the whole dynamics of society in attempts to protect themselves.
I will go as far to say here that the stock can be suspended for reasons that harm the shareholders, but it was not suspended for reasons that would help the shareholders in the past. For example, the blatant stock manipulation of Jan 2012, no halt, while a company lost perhaps 50 million dollars of its value in one day by cross trading, which is supposed to be against TSX Policy.
