Bow, I've been trying to find out something on that, but no luck so far. One thing I did discover which may come in handy if this is a "placer" lease:

A placer lease is a more secure form of tenure. It cannot be legally challenged except in the case of fraud and it gives the owner surface rights (although not ownership) of the area of the lease.
