Here is something I found that is interesting to me. Curacao is an island off the northern tip of South America. It is also an Off Shore tax haven. A lot of trading goes on from these off shore accounts and there is a link provided from one such company there that sets everything up, look at the points I posted about this below the first link.

The perfect offshore structure should combine:
- an offshore company allowing you to trade internationally and enjoy a fully legal tax exempt status
- a law firm as nominee director to ensure your personal information remains confidential
- a power of attorney so you can control and manage the company
- a prestigious virtual office in a city like London or New York for all your business correspondence
- an offshore bank account with multi currency services in the name of the tax exempt company
- a credit card with a daily limit of 10.000 Euro to withdraw cash at any ATM worldwide
Although the black market for gold is globally, it is accelerating because of the current global financial situation, where many are starting to hoard it away. Nevertheless, it is a very lucrative business and it does create a generous cash flow to those selling and trading in the black market gold. The Phillipines have been mentioned recently for this activity, but I will just put up the Peru statistics, because that would be on topic to this forum. Keep in mind while reading below, this is most likely on the tax portion mentioned, and the net may be multiples higher.
