"Mr rover, can you please explain this rule for me?" - Sculpin

(1) In order to have a reasonable market quoted for each listed security, the Exchange may from time to time allocate to a Market Maker specified securities of responsibility.

If you click on the link above that Sculpin provided you will notice in the upper left hand corner the words "TSX Rule Book" printed in dark blue. You are linking to and referring to the rules that govern the TSX. St. Elias does not trade on the TSX. St. Elias trades on the TSXV, which is governed by different rules. In order to see the rules of the TSXV, go to the tab "TSX/TSXV Trading" run the mouse over "trading rules and regulations" and click on "TSX Venture Exchange Rule Book." That is the rule book you must refer to for a stock that trades on the Venture Exchange, as St. Elias does.

Next, do a search for the word "market maker." You should find that only one link comes up. This one:

Note that no rules and regulations governing Market Makers comes up or any other reference to Market Makers except for the following:

"Under the proposed TSXV allocation methodology, where a symbol is unable to open due to a guaranteed fill imbalance, the opening will be delayed. This result is the same as the outcome on Toronto Stock Exchange today. Currently on Toronto Stock Exchange, when a symbol's opening is delayed due to a guarantee fill imbalance, TSX Trading Services staff are alerted to the delayed opening. TSX Trading Services staff then contacts the Market Maker on the stock to see if it can correct the imbalance or they contact the Participating Organization (PO) whose orders caused the imbalance to have the market orders either changed to limit orders or cancelled, in order to allow the symbol to open. The process on TSXV will be the same as on Toronto Stock Exchange with the exception that TSX Trading Services staff will contact only the Member whose orders caused the imbalance to try to have the orders cancelled or changed to limit orders."

As you can read from the above paragraph, on the Venture Exchange when a guarantee fill imbalance occurs, TSX Trading Services contacts the Member whose orders caused the imbalance. On the TSX, however, they contact the market maker.

I submit the above as supporting evidence that the TSX does not assign Market Makers to the TSX Venture Exchange, but only to the TSX (big board).
