Technology developers almost always fly as much under the radar as possible to protect thier idea prior to launch. This is not uncommon.

At first I was shocked by the same thing as I thought it was an established service provider...at further examination this looks like a pure VC style deal to finance a tech start-up that is/has developed technology and is ramping up towards a launch of something.
