I think we are on the same page, just using slightly different words. Management is accountable to us, as shareholders, for their spending. It's just hard to monitor them on a day to day basis. We have external auditors who are responsible for do that on our behalf.
That doesn't take away your (our) right to publicly question what we see - which I think was the intent of your original post. While they are not obligated to reply or provide detail, the questions alone should remind them that someone is watching. CEOs in particular need to remember that they are living under a microscope.
