By having the black out in place, it enables Lori to release assays or other news, as soon as it comes in and she gets the NR drawn up. If she were to leave the trading open for insiders until she got the assays, it would take a couple days notice to the insiders that they couldn,t trade, and would delay news further. She sort of scheduled the black out, so that everything is in order and that she doesn,t have to wait to put out news. Even though its been weeks since the blackout came into effect, it should suggest that she does not have enough info yet, to warrant an NR. But with the black out in place, she can release news at any minute.

Also, sometimes around when the financials are released, there is a black out. I don,t know if this is the case with us, then you would also have to consider the date the last financials came out, if it is.
