News and A Halt

With a blackout in place I have a few questions:

Would a halt happen prior to a news release?

Also, if there is a halt would that also apply to the Frankfurt exchange?

Since Frankfurt is six hours ahead of Toronto they may have an extra day of trading?

Should a person be looking at the Frankfurt exchange at the early hours of the morning here in Canada?
