How does one become a hub leader ?

Where do I find where the points , rating and vote system works ?

I see Mrs C is over 1600 points, does that quallify her to be a leader or does she need something else?

Mrs C has been around long time and gives us all kinds of imformation (sometimes more than we need to know), and I believe she ( ? ) would make a excellent hub leader.
