IMO, they are creating volume to try to shake out some shares that they can put in a long position and use them for either a long position, or borrow against them if they decide to try a short run. Whatever they do with them, they are trying to loosen shares up. They must be pretty desperate, to do all that work for a 1000 shares, here and there.
