Excuse my ignorance here.... Very much a newbi

I am only able to get on this site once in a while so this may have been answered already...

Doesn't the drill permit only require someone going down to the appropreate government facility and filling out a $50 form, and having it approved (usually taking no more than a day or so)? I thought the enviro thing (study / permit / whatever) we got a few weeks back was the hard one...
