So if I understand this correctly back in 2007 SLI had a permit but it expired in 2010. So they have made application in early 2010 for a new one. Then in August 2010 they had to redo the application for the new standards. So that would support the statement about the "This will be the third EIS completed on the Tesoro Property." from the August 26, 2010 news release.
