I think that is up to the individual fund and what their investment perameters are. I heard that once the permits are in hand and that lowers the risk level for this company, that some institutions that have been sitting on the sidelines watching can then get in and play ball. This could maybe explain the Icebergs and apparent manipulation that we have seen.
