It's a social media website that allows subscribers to "follow" other subscribers and in turn be "followed". To follow another subscriber means you will automatically get all their twitter posts "tweets" in your twitter home feed. Twitter also allows subscribers to search "hashtags" which are subject headings identified with a # before the word. Subscribers can quote other subscribers with @ before their name..
