Yes, you need water for mining. In our case, the more high grade gold, the less water you will need. A lot may be able to be gravity separated, thus reducing the amount of water needed. The Acari River is only 2 or 3 km to the north of Zona Canchete and there is a road that goes down over the hill from there.This road crosses the river with no bridge there yet, during the rainy season, dec to may, the river cannot be crossed and the back road is used to enter the property. So, a relatively short pipe line for water may be constructed, or water trucked in from another source.
Mining methods today are becoming more conservative on the use of water and new methods are being invented all the time to deal with this. For example;

Another thing to keep in mind, is that if there were issues with using water on the Tesoro, the ore can be trucked out to avoid this. What I am trying to say, is that there are many options available to the buyer, that none of these concerns should not be an issue. And, as Hog mentioned, the shear scale of this deposit would make any mining cost arguments futile.

I should add, that if it ever came down to it, you could probably mine the Tesoro without using a drop of water. Sure, this would mean higher transportation costs, BUT, if the milling plant is set up nearby, the cost would be insignificant.
