In order to be able to do that,, they would need to significantly increase the defined resource on Clavos ... The Horse has to go in front of the cart.

Having said that, since most of the infrastructure is already in place as well as permitting, it would seem that if they wanted to start digging out ore, they could without spending too much money. Having said that, the mine is still full of water and they plan to do some exploration work before that
