You can earn activity points by filling your profile with information about yourself (what city you live in, your favorite team, blogs etc.)
I thought "hard dollars" can be spent on anything... i.e. either exploration or office and admin?... Flow-through dollars must be spent on exploration... but hard dollars can go either way... can't they?
