If KWG is smart (which they are), they'll partner with Baosteel, snap up PRBs Black Creek at a discount (perhaps 75M), and go forward mining the shallow deposits first, stockpilling ore, then transporting over the iceroads in the future - give the gov a reason to fund infrastructure development.

There is plenty of incentive for KWG to do so, and numerous additional deposits that can be brought onstream, as part of a bigger deal.
