Since this would affect the mining activities directly in the FN regions, mining companies should somehow devise a scheme to assist the FNs directly at the grassroot level (e.g. jobs, assistance to improve the housing conditions as part of the job benefits, creating some opportunities for skill development such as car, truck maintenance...and I just throw this one in for discussion: fixing up good conditioned ski-doos for resale or rental to tourists or the folks in the south rather than ditching them).
Too much bureaucracy is no good anywhere, just look at the aid money to poor nations... a small percentage, say 10%, of the funding would trickle down to the starving people and 90% somewhere else.
