These 'base case' project components do not necessarily represent the final design, location or scope of the project. During the course of prefeasibility, feasibility and detailed design studies, other viable options may be identified and considered.
Looks to me like they are kicking the door open here to hint that PRB could be a critical component of this project. This is a multi billion dollar undertaking, therefore PRB's chromite may in fact reduce to startup and operational cost because of the oriantation of the deposit and the fact that PRB's chromite appears to be the highest grade and closest to the surface.
I'm sure Cliffs would love to see the share price take a jump here so they don't look like doofisus for ofering $150 million for only a portion of the assets of a stock trading at a $60 million market cap.
PRB needs to move into the $3.00 range and Cliffs needs PRB to move into the $3.00 range.
Just a hint of negotiations will send it there.
