I like this thinking. This would explain the confusing news releases trying to explain the delay. They may have underestimated the concern generated when they used a truthful but easily resolvable reason - 'not 100% sure on the boundary here... ah, we're going to bet back to this later...." and then "OK! we're coming back now!"
