The thaw that you are thinking about is really more for the movement of oil rigs over mush and also road bans are on, reducing axle weights allowed on the big trucks.  Does not apply here, helicopter moves or some type of ATV likely.  Moves up here would not be far.  Some of the newer rigs can be hand bombed.
