Sorry but you're wrong. He said he sold Noront because in his opinioin it was over valued by the market. Then he went mention the huge costs of infrastruction. Different paragraph different subject and no direct relationship. Obviously, although not explicitly said, this is an example of the kind of cost that the market isn't taking into account.
