Frank Carlucci (former Secretary of State for the U.S.) is on the BOD and owns 4.1% of the company.
I'm not sure about other insider holding. If other insiders bought in the past, they're probably holding and don't want to buy any more shares due to it's very poor performance. The insiders who bought early on are probably deep in the red. This stock is obviously a long shot and of course the insiders know it. There is still a lot more testing to be done. The fluff PRs they put out really scare me.
