HOWEVER, when a significant date is missed by more than a week, then an explanation is in order ... especially given the long history of disappointments. And this date is/was significant because it paves the way for the beginning of Phase I.

For the record, I am sick and tired of EIDs. The whole country shuts down? Seriously?! Absolutely "deplorable". I shall now retreat to my rock. Sigh. Again.
