The sooner they can get up and running with tourism (above the current levels) they can begin to reduce their oil output and conserve the reserves so that the 20 year projection can be extended. Soooo, although I shall give Eddie high marks for the article, judging from the title he assigned to it, I believe he meant it to be a "downer".
