LLC is 60% Inc, 15% CCC and 25% RCA = 100%, no extra 5%. However, just after the part you quoted in parenthesis he states

"(I'm not yet including the proceeds from selling a portion of Omagine LLC in my value calculation.)"

So, Inc would presumably get the value of LLC for that portion in cash which they plan to then lend to LLC (maybe with interest) in order to expedite some of the milestones. So, the net effect of this would hopefully be minimal.
