It may have been identified previously but it should not have been hence why it was removed. You can only add places up to 2 weeks before they are open for business. (please see the under construction section in my second reference)

While they are under construction the only thing allowed would be an office for the construction company in charge of the project.

You could create a custom map using Google My Maps and share that with whoever needed additional information. (please see my first reference)

We could also ensure that the correct address is represented on the map so that trades people or people visiting the site could find the address via search.

But actually have a place labelled as a place that is not open yet is against the guidelines.
