As for why aren't others investing now vs later ... I could only guess. It could be most are aware of the very long delays and are not willing to take a risk until the ink hits the page. They may be willing to give up substantial gains (say between $1.75 and $5) for the greater probability of gain after the signing (say between $5 and $10). This stock isn't going to hit $10, or even $5 over night ... it would (hopefully) be days for it to get to $5 (I base that on the price movement a couple of years ago when it went to $4.95). So an investor would still have time to act.
On another note, just wanted to share that there have been examples of company share prices going from pennies to tens of $s in the past. For example, ON A SPLIT ADJUSTED BASIS, Monster Beverage (MNST) went from $0.68/share in July 2003 to $34.20 in late October 2007 (see page 1 of today's Investor's Business Daily).
Still hoping for good news soon ...
