What's up with OMAG and meeting timelines?

Excerpt from the 10-K filed on April 16:

"....Such amended report on Form 10-K/A is expected to be filed by the Company within the next five days."

Date today? April 25 !!! but no fileing as yet!

Is this delay also due to the middle east "culture"?
