To answer your question, I believe that Frank knows as much as we all do. FRANK STATED ALL HE NEEDS NOW IS THE SIGNATURE AND WE ALL KNOW WHAT IT TOOK TO GET TO THIS POINT. When and if the sultan is ready to sign the DA he will or we won't. I am sure Frank is doing his very best to get it signed, but he also doesn't want to push or force the issue.
