Long ago, I learned from Canadian friends/miners that if they announce plans for drilling, they must follow up when drilling begins and announce results when they are in hand.  Conversely,  they can drill without saying they are thinking of doing so.  In this case, they need not release a PR on drilling results if the holes are duds.  That's from contacts representing a family of companies based in Canada.  While I do not know, the rules must be similar here.
