Ok, now that's the way you interpreted it. I thought I read they already have access now, BUT, sometimes land gets sold, people die, and people change their mind, so to put that scenario to rest it would be better to have the MEPs for the long term. 
I think we are all tired of having to have something else happen before we get a partner and drill. We've been hearing that for years and it is getting old!!!
