I think the plan was always to use that money to pay bills. Nothing in the PR stated anything about applications or paying bills with the PP money it stated only about drilling. I would like to hear from someone who did a PP if they were told that their money could or would be used for paying bills or there would be a delay because of applications.

JB was the CEO than and was trusted to use that money to drill, now we are ask to trust him that he has 10 of millions of dollars to start drilling if nobody sues him and he becomes head of the project?
