"I don't see why raw ztem data can't be disclosed."

Releasing raw data to the public without an accompanying interpretation opens the possibility that those who can understand it can use the information in such a way so as to advantage themselves over others.  It can be equivalent to using insider information for stock trading, IMO.  I am not a lawyer, so if you want another view, please ask someone without bias regarding this company.
