In which case, criminals could turn bad PRs to their economic advantage and insulate themselves from prosecution. What I mean is, there is a limit to bad conduct, even when it is shrouded in the cloak of "publicity".
Here is another adage of questionable reliability. "The bigger they are, the harder they fall." Let me re-state that by saying, "The bigger one's head, the bigger the mistakes they will overlook in themselves." Like taking over an exploration-phase mining company without shareholder approval, and doing so without holding associated and critically important credentials.
