It strikes me as an odd expenditure of money, time and effort at a point in time where, by outward appearances, nothing is likely to happen in the near term that would necessitate it. IOW, couldn't this have waited?

Conclusion:

A. Time money and effort are available in abundance. (unlikely)

B. It was necessary at this point in time, to accommodate other events anticipated sooner rather than later. (possible)

I don't see any logic in doing it simply to put out 'news' on a day when there were two other, not insignificant announcements.

Taken at face value, independently of the other announcements, it doesn't change the status quo. It could however, indicate that the status quo is about to change.

Patience is diffikult.
