Exactly right.  Even if ESB does not soon generate funds to help with drilling at Hay Mountain, a deal there MAY provide funds for work there on top of that which MAY come for other sources, OR it may provide funds for any number of other protential projects JB has in mind for Tombstone Super Project after that initial drilling at Hay Mountain.
