I think the mining moratorium in the Grand Canyon area can be undone a lot more swifly than can the disolution of National Monuments, or parts thereof.  While the stroke of the POTUS pen can happen soon enough, it may not soon create the results you would like to see in regards to Silverbell for administrative/procedular/jurisdictional reasons.

I could be wrong, but I am not inclined to hold my breath.
