On the LBSR website there is a article listed from MetalNews.com.  It pulls up the article that is being referred to, but it was written in August 2016.  I'm thinking the 'trenching' mentioned (page 3 - item 2b) is just part of the Phase I drilling plan - won't happen until money is available to begin Phase I.

Any other interpretations?
