I seem to recall something similar, so you may be correct. However, 2 million, I think is required to get started - the first holes -, but 12 million may have to be available for the whole First Phase of the program, ASSUMING good results AT THE START.

If this is so, two million must be spent, but nothing beyond that if initial results are disappointing.
