Firstly, the fact that the permits "expire?" at the end of September does not mean anything (in my epxerience). Putting term dates on permits is just something that government does to discourage prospectors from filing claims they are not serious about drilling, which otherwise could lock up the industry. Fees are required, too, as a means to increase government revenue, which is what they think government was invented to do.

So, when the permit(s) expires, another fee has to be paid to renew it. This is not peculuar to the United States or Arizona, it happens all over the word. Pay no mind to this as an issue of any sort, at least not for the next few year (if we are still waiting).

Beyond that, I will not specuate as to when drilling will begin, but I will do all I can to be on site when that happens
