I would caution people against constructing timelines based on possibilities and probabilities. Timelines almost always slip by a matter of weeks or months. The completion of permitting i$n't the primary obstacle.

The knee-jerk assignment of timelines tends to create a self-fulfilling cycle of disappointment, angst and recrimination.

IF drills are going to turn in the not-too-distant future, I'm giving it until mid-March as a realistically quick evolution. Anything sooner would come to me as a pleasant surprise.
