Is it possible that the company has simply determined that the other claims didn't have sufficient minerals in them to profitably mine them, and only the remaining seven do? My understanding is that sometimes claims are picked up with the hope of finding minable resources, and then let go if and when they are determined not to have them. Like others, I can't imagine that with the increase in authorized shares they would let perfectly good claims go, especially given the conditions of that moratorium.
