This suggests, as has been mentioned elsewhere, that drilling with this plan may be arranged in such a way as to have the drill returns bottom in increasingly higher grades, thereby stimulating interest and investors - i.e., new partners - into funding such a change in plans as may bring about the initially planned phase 1 program.
